Laws and Guidelines in Scotland

5a. Why is the Promoting Excellence Framework important?

When the framework was developed it was informed by a number of key activities. These included reviews of existing frameworks, evidence based research, stakeholder consultation and best practice guidance. At the very core, the framework is:

“underpinned by values and principles that reflect what people with dementia, and their families and career have said are most important to them.”

(p.3 Promoting Excellence: A Framework for all health and social services staff working with people with dementia, their families and carers.)

The framework identifies the knowledge and skills that you need to develop to ensure that those living with dementia have a good quality of life and that your practice is rooted in human rights explored earlier in this unit.

“To help you develop the right knowledge and skills for working with people living with dementia, the SSSC and NHS Education for Scotland (NES) developed a learning framework called Promoting Excellence.

Promoting Excellence helps you to:

  • understand the knowledge and skills expected of you in your role
  • identify and explore areas of strengths or gaps in learning
  • prepare for work based qualifications and registration
  • create job descriptions and outlines for workers
  • assess and develop the content of learning programmes.”

The knowledge and skills framework links directly to a set of Standards of Care for Dementia. You will notice that these Standards are written as ‘rights’. You can clearly see how the language used when defining the Standards is developed from the European Convention on Human Rights and the Convention on the Rights of Disabled Persons.

Activity: Read and Reflect

Read the Standards below and think about how they connect to the articles of both the EHRC and the CRDP.

 I have the right to a diagnosis

 I have the right to be regarded as a unique individual and to be treated with dignity and respect

 I have the right to access a range of treatment and supports

 I have the right to end of life care that respects my wishes

 I have the right to be as independent as possible and be included in my community

 I have the right to have carers who are well supported and educated about dementia

The diagram below shows the relationship between a rights based approach, policy, procedure and good practice.  This is embedded in different pieces of legislation and guides your practice as a care practitioner.
