Dementia, but especially (only) advanced Alzheimer's dementia is classified as a disability, with obtaining all the rights arising from it, namely financial support and the right to a companion, as well as free anti-dementia medication. In order to be classified as disabled and to obtain the due rights, the applicants apply to the Social Assistance Department within the residence hall. Each Territorial Unit has a Directorate of Social Assistance and Child Protection. The General Directorate of Social Assistance and Child Protection (DGASPC) is the Romanian public institution subordinated to the county councils and subordinated to the local councils at sectoral level in Bucharest, which offers assistance and support for children, family, single persons, elderly people, people in need, abused, marginalized or with disabilities and any person in need. DGASPC from each county is in coordination with the National Authority for the Rights of Persons with Disabilities, Children and Adoptions within the Ministry of Labor and Social Protection (http://andpdca.gov.ro/w/atributii- dgaspc)

At the level of communes, cities and municipalities there are public social assistance services (SPAS) subordinated to the local council, and at the level of communes is provided, in the structure of the apparatus of the local communal councils, the employment of persons with social assistance responsibilities. The Social Worker carries out activities related to the elderly, homeless, to whom she provides social services. To be classified as disabled, people who request it must, first of all, be evaluated by social workers, doctors or psychologists. The Complex Assessment Service for Adults with Disabilities (SECPAH) is the structure within the General Directorate of Social Assistance and Child Protection (DGASPC), responsible for the complex assessment of adults with disabilities. 

Depending on the stage and type of the disease, the Commission for the Disabled falls into the following categories:

• Grade 1 – Severe, with or without personal assistant

• Grade 2 - Accentuated

• Grade 3 - Medium

Stages of the evaluation procedure:

1. The complete file, validated by the registry and registered.

2. Distribution of the file of the multidisciplinary team by the head of SECPAH, in order to perform the complex evaluation;

3. Analysis of the file, which involves the verification of documents that must contain relevant information for finding the functional deficiency, its severity, type and estimated duration, dependence, activity limitation and participation restrictions;

4. Scheduling the person for evaluation and communication of the date, place and, as the case may be, of the requested additional documents;

5. Carrying out by the multidisciplinary team the actual evaluation / re-evaluation of theapplicant and, as the case may be, in the presence of its legal representative. At this stage, the information in the file will be correlated with those resulting from the evaluation of the person;

6. Preparation of the complex evaluation report, with the formulation of proposals regarding the classification / non-classification in the degree of disability. The report includes the relevant data resulting from the evaluation areas and the conclusions regarding the proposal for classification / non-classification in degree and type of disability, the proposal regarding the professional orientation and, as the case may be, regarding the proposal regarding the taking of a protection measure. The proposal regarding the classification / non-classification in degree and type of disability will respect the medical- psychosocial criteria on the basis of which the classification in degree of disability is established, in force.
