Long-term care

Social benefits and social services provided to people with disabilities, which integrates dementia (and Alzheimer's) and the elderly who need long-term care. Long-term care is that offered to a person so that he can satisfy the natural requirements ofdaily life, for a period longer than 60 days.

The social services described are:

b) Care in day centers;

c) Care in residential centers;

Long-term care benefits are provided to people with disabilities. People with disabilities are those whose social environment, unadapted to their physical, sensory, mental, mental and / or associated deficiencies, totally prevents or limits their equal access to social life, requiring protection measures in support of social integration and inclusion. Depending on the degree and type of disability, a person may receive home care from a personal assistant (or an allowance granted as an alternative to the personal assistant), day care, residential care or a childcare allowance. companion. Adults with disabilities who meet the following conditions are entitled to long-term care:

• They are either Romanian citizens or citizens of other states or stateless persons, domiciled or residing in Romania.

• They are classified in a degree and type of disability. The degrees of disability are: mild, medium, severe and severe. The types of disability are: physical, visual, auditory, deafblindness, somatic, mental, mental, HIV / AIDS, associated, rare diseases.

• In order to benefit from the services of a professional personal assistant at home, the adult with a severe or severe disability must not have a place to live and must not earn more than the average salary in the economy. 

People aged over the standard retirement age who are in one of the following situations are entitled to temporary or permanent care, as the case may be:

• They do not have a family or are not dependent on one or more people obliged to do so.

• They do not have housing or the possibility to ensure their living conditions based on their own resources.

• They do not make their own income or they are not enough to provide the necessary care.

• They cannot manage on their own or require specialized care.

• They are unable to meet their socio-medical needs due to an illness or physical or mental condition.

a) Home care

Both people with disabilities and the elderly in need can request personal care services provided at home by formal or informal carers. Formal carers must qualify, register and be licensed as a professional personal assistant. In order to provide home care to dependent elderly people, local councils may hire staff on an hourly, part-time or full-time basis, depending on the period of care required. The husband and relatives who are caring for a dependent elderly person can benefit from a part- time monthly work schedule. The local budget pays the salary rights for the other half.

The community services offered to the elderly at home are:

• social services mainly related to personal care, prevention of social marginalization and assistance for social reintegration, legal and administrative advice, assistance with payment for current services and obligations, housing and housing care, housekeeping, meal preparation;

• socio-medical services, mainly in connection with personal hygiene assistance, rehabilitation of physical and mental abilities, adaptation of housing to the needs of the elderly and involvement in economic, social and cultural activities, as well as temporary care in day care centers and other specialized centers ;

• medical services in the form of consultations and medical care at home or in medical institutions, dental consultations and services, administration of medicines, provision of sanitary materials and medical devices (in accordance with the law of social health insurance).

Elderly people who have their own income are required to pay a monthly maintenance contribution if they receive home care. The amounts are set by the local authorities, depending on the type of services provided and the person's income. The severely visually impaired adult may choose between having a personal assistant or receiving an accompanying allowance (described below).

b) Care in day centers

People with disabilities can benefit from care and protection services offered in day centers. They offer social, medical, educational services, etc. Elderly people in need have the right to socio-medical services and other specialized services offered in day centers.

c) Care in residential centers 

People with disabilities are also entitled to care services in residential centers. These are those in which people with disabilities are accommodated for at least 24 hours. With the exception of crisis residential centers and sheltered housing, the admission of a disabled person to a residential center is only made if he or she cannot be provided with protection and care at home. Disabled people who receive care in residential centers must pay a monthly contribution . Elderly people in need have the right to temporary or permanent care in a home for the elderly, in clubs for the elderly, temporary care homes, apartments and social housing, and the like. The services provided to the elderly in residential centers are:

• social services, consisting of help related to management, legal and administrative counseling, ways to prevent social marginalization and social reintegration in connection with mental efficacy;

• socio-medical services, consisting of assistance for maintaining or rehabilitating physical or intellectual abilities, providing occupational therapy programs, support for ensuring body hygiene;

• medical services, consisting of consultations and treatments, at the medical office, in medical institutions or at the patient's bed if he is immobilized, care-infirmary services, insurance for medicines, provision of medical devices, consultations and dental services.

The following priority criteria are taken into account for the admission of an elderly person to a nursing home:

• Requires special permanent medical care that cannot be provided at home.

• Cannot manage alone.

• She has no legal supporters or they cannot fulfill their obligations due to their health or economic situation and family responsibilities.

• Has no home and no income.

If they earn an income or have legal backers, older people receiving care in residential centers must pay a monthly maintenance contribution based on the average monthly maintenance cost.

Disability allowance

Regardless of income, people with disabilities receive a monthly allowance and a complementary monthly personal budget. The monthly allowance is between 10 euros (for medium disability and 70 euro / month for the highest degree of disability) The companion allowance in case of severe disability can amount to 220 euros.
